Not yet. As shitty as Honda is, they’re also a victim of unfortunate events, and it’s not like Manor will suddenly go midpack in just one winter.

Sauber did with hardly any upgrades other than the 2015 Ferrari engine. They were pretty much running the same car they ran last year for the first part of the year. That 2014 Ferrari unit is a dog. It was by far the worst engine last year. It was the least powerful, the most overweight, the bulkiest, and the thirstiest. A 2015 Merc unit is probably worth multiple seconds per lap over it.

Nope, this will be in the new chassis. It was supposed to come this year, but they went into administration before they could finish it, so they’re currently just treating this as a lost-year and have been focusing entirely on the 2016 car. Supposedly even where it was when the team fell apart was miles ahead of what they’re running now. F1Technical had a great thread from one of the aerodynamicists when the windtunnel model appeared. There was some talk about possibly getting it ready for the second half of this year, but I think that the Mercedes switch killed that since they would need to reconfigure the internals.

I recall reading that this year’s Honda engine had a unique design that, if reliability could be improved, would be pretty salty. Obviously they haven’t been able to get the reliability to a point where they can use some real power, which makes me think a more conventional design might be on the way for next year. Not sure what their token situation is or how much they can change in time for homologation, but you can bet they’ll be doing something different.

I just don’t expect Manor to really make any big push up the grid. Mercedes obviously has the best power but its customer teams are at a disadvantage downforce-wise. That’s why Williams and Force India are usually toward the top of the speed trap list. Manor will have Williams components and by some accounts will be to Merc what Haas is to Ferrari, but I have a hard time thinking they’ll get past Force India.
Best case scenario is them being in the mix with Sauber, McHonda (unless they get their shit fixed) and probably Haas. Points will still be a bit of a miracle, I think.

I believe the requirement is that they have to run the same engines as the works team - I believe the only reason they're using last year's Ferrari power units is because the car is still from last year.

I think points would still be optimistic; also, there’s no reason why you can cheer on both the American driver and the American team. It's very likely that both teams will be starting races from the back of the pack anyway. Manor or Haas scoring points would require a tremendous drive along with some unique circumstances (like Bianchi's points in Monaco 2014).
